CANDIDATES ON ASSESSMENT

To obtain National Occupational Qualification Certificate, a candidate must demonstrate competence during the assessment session, covering all the identified units of competence for a particular Qualification level;

Certificates of Units of Competence (CC) shall be issued to a candidate who demonstrates competence in a unit or cluster of unites of competences which is part of a full qualification;

A candidate who is recommended for certification by an Assessor, for having demonstrated competence in all units of competence of a qualification level, will be issued a NQC by the Federal TVET Agency. It shall be signed by the concerned State Minister of Education and issued by the CoC within one (1) month after the assessment;

A CoC shall be issued to a candidate who is COMPETENT in a unit/s of Competence. This shall be signed by the Director of the Center of Competence and issued within on (1) month after the assessment; 

A fee shall be charged from each successful candidate for the issuance of the Certificate. The amount of fee will be decided by the Federal TVET Agency; 

For re-issuance of lost/damaged certificates with legal evidence a percentage of 50 of the original fee will be added;

The validity period of NQCs and CuCs shall be three (3) years;

All certificates shall come from the Federal TVET Agency and be provided to CoCs on request 

Security and Integrity of the Assessment & Certification Process

The assessor shall be responsible in upholding the integrity of the assessment process by safeguarding the authenticity and reliability of all documents and results pertaining to the conduct of the assessment;

The Director of the Center of Competence shall be responsible for the conduct of assessment and certification activities in the region. He shall take full responsibility in maintaining the security of the assessment tolls, certificates issued, and for all acts performed by personnel involved in the implementation of assessment  & certification;

The Director of the Center of Competence shall ensure that all assessment and certification activities conform to the quality assurance system;

The owner of Occupational Standard Development and Assessment Process shall release Assessment & Certification directives and assessment packages to the Centers of Competence.

Renewal of Certificates

NQC and CuC shall be renewed by any CoC upon expiration unless there is a change of the OS; in the event that a major change or improvement be made with the OS due to technology changes, the holder of the Certificate indicated above shall be advised to undertake assessment with the new OS to get certified.

Two (2) consecutive renewals will be made by the signature of the Director and stamp of the CoC and on the space provided on the original certificate. To this effect the following shall be satisfied:

Verification from the database of the issuing CoC or Federal Database; 

Confirmation letter from employer or professional association for practicing on the occupation for the last on (1) year before the renewal;

Payment of Renewal fees shall be the same as the original certification.
