Accreditation of an Assessment Center & an Assessor
An establishment, whether a Training institution or a Production facility may be accredited by the Center of competence to be an assessment Center when the following are satisfied: a) Sufficient size that can handle assessment of at least 5 candidates at a time. The Center must be equipped with the required ventilation and lighting facilities and easily accessible entrance and exit points; b) Meet the required equipment, tools and materials required by candidates as per the assessment tools of the particular qualification level; c) Legal agreement from the management for the use of Center’s facility for the purpose of competence assessment; d) Assigned and organized personnel to take the following positions: · Coordinator, to facilitate the flow of communication between the CoC, the Assessors, and the management of the Center; · Assessment Clerk, Cahier, and supply officer, to handle administrative responsibilities in the Center; · Shop-in-charge and shop assistant, who will prepare the workshop itself, equipment, tools and materials, safety provisions, as well as supply of power and water
a. The applying AC shall submit to the CoC a letter of intent specifying interest for accreditation for specified occupations or unit/s of competence. Attached to the letter are evidences for fulfilling the requirements: · A copy of appropriate license for operation either as a training center or as a business entity in the occupational area specified by an authorized body; · Proof of ownership of the campus, facilities, machinery, etc… or a copy of rental agreement for a specified time signed by an authorized body for the approval of the agreement; · Location map, building layout and workshop plan description; · List of assessment facilities, equipment , tools, materials and storage area for the occupation or competence/s on which assessment is to be carried out; · List of human resource employed to run the entire assessment activity signed by an authorized body for the approval of the employment agreement; b. The CoC processes and deliberates the submitted documents. If the documents are found to be complete and authentic, a technical team shall visit the center and submit a report on its compliance with the requirements; c. If the center satisfies the requirements and is recommended by the technical team for accreditation, an accreditation certificate is issued by the CoC; d. Before taking the certificate a fee of ETB 500 shall be paid for the CoC by the applicant; e. If the center did not comply the requirements, it shall be notified with the corresponding evaluation results and recommendations by a letter; f. The center is allowed to start with registration of candidates only after it received the certificate of accreditation. An application from an establishment that has registered candidates before accreditation will not be considered. Accreditation of an assessor
c. Undertook the Assessor’s course conducted by either the CoC or FTA, followed by being loaded as an assistant assessor on at least two (2) actual assessment sessions Accreditation of assessors shall be valid for there (3) years. It may be terminated or renewed based on his performance and his actual practice of the occupation. Scope of Assessor’s Accreditation a. An assessor shall only administer assessment in the occupation and qualification level being accredited; b. Competence assessors accredited by a CoC in one region can conduct assessment in any region up on invitation of the concerned CoC; c. Trainers are not allowed to conduct assessment to their own trainees for any Certification purpose; d. The assessor shall at all times observe the provisions of the directives on the proper conduct of assessment.
