Definition of Terms Accreditation -In relation to assessment and certification,it is the process of recognizing and/or empowering a person and/or and entity/organization to perform certain roles or responsibility on behalf of the Federal TVET Agency and/or the CoC. Assessor -An individual who meets the required qualification to be authorized by the CoC to assess whether a candidate possess certain competences or all the competences defined by an occupational qualification level. Assessmnet Center -An establishment officially authorized by the CoC to manage the assessment of candidates for certification. Assessmnet Tool -An instrument to be used by the assessor in the process of collecting evidences that will support his judgment of whether the candidate has possessed the competence/s required by the qualification level. Candidate -An individual seeking recognition of his/her competences to acquire a certification. Certification -A formal process of recognizing that an individual is qualified in terms of the required knowledge,skills and proper work attitudes based on the OS set by industry. Center of Competence -An autonomous government organizing delegated by the Federal TVET Agency to properly and effectively implement assessment and certification. Competence -The possession and application of knowledge, skills and proper attitude to the standard of performance in the workplace. Certificate for Unit of Competency -A document issued by CoC, on behalf of the Federal TVET Agency,to individuals who were assessed as competent in a single unit or cluster of related units of competence, but do not cover all that are required in a qualification. Competence Standard -A standard that defines the performance criteria on how a unit of competence is to be executed under certian underpinning knowledge and skills and with the presence of a range of variables. Compliance Audit -A systematic and documented process of obtaining evidence on whether implementation of the Ethiopian Qualification System is compliant to quality standards. National Qualification Certificate-A document issued by the state TVET Authorities, on behalf of the Federal TVET Agency, to individuals who have achieved all the required units of competence of a national qualification level defined under the Ethiopian OS. Ethiopian TVET Qualification Framework -An outline of the system of TVET qualifications defining qualification levels, relations between qualifications,rules to move between levels and between qualifications at the same level,rules for assigning levels,to qualification or part of a qualification. Occupational Assessmnet -The process of collecting evidence and making judgments on whether competences has been achieved. Occupational Standard-A standard defined by experts of the world of work indicating the competences that a person must posses to be able to perform up to the expected level and be productive in the world of work. Recognition of Current Competences -The recognition of current capabilities of and individuals who has previously successfully completed the requirements for a unit/s of competences and is now required to be reassessed to ensure that the competence is being maintained. Recognition of Prior Learning -The acknowledgement of a person's skills and knowledge acquired through previous training, work or life experience , toward a TVET qualification up on proof of competence through assessment and without prior attendance of a TVET training program. Registry of Candidates Assessed and Certified-Refers to a record that contains the documentation of the details of candidates and results of assessment and used as a basis for national certification. Qualification -A defined set or group of units of competence identified by the industry which meets workplace requirements. Qualification Levels -Details the scope and composition of qualifications and degree of responsibility a qualified person can assume in the workplace. Satellite Assessmnet Venue -A subordinate assessment venue that is outside and mostly far away from the main assessment center.
